五月甲午，川陝宣諭使鄭剛中為川陝宣撫副使。甲辰，詔諸州軍無教官處，令尚書省選差。既而禮部立到試教官法，上謂宰相曰：『士大夫不可不學，惟學，故能考前世興衰治亂，以為龜鑑，則事無過舉，而政皆適當矣。朕在宮中，未嘗一日廢也。』乙巳，軍器監主簿沈該知盱眙軍，措置榷場。凡榷場之法，商人貲百千以下者，十人為保，留其貨之半在場，以其半赴泗州榷場博易，俟得北貨，復易其半以往，大商悉拘之，以待北賈之來。兩邊商人各處一廊，以貨呈主管官，牙人往來評議，毋得相見。每交易千錢，各收五厘息錢入官。其後又置場於光州、棗陽、安豐軍花黶鎮，而金人亦於諸州置場。辛亥，潢州布衣陳靖特補右迪功郎。靖獻《中興統論》於朝，給事中程克俊等五人共薦之，乃有是命。乙卯，詔禮部依舊制，試教官仍先納所業經義、詩賦各三首會刑部，無過，下國子監看詳，禮部覆考，然後許試。附省試院分兩場。非取士之歲，附吏部銓。試院不限人數，以文理優長為合格。
