甲子景定五年正月丁丑朔，御大慶殿，群臣朝賀。詔：『朕粵稽盛帝明王制治保邦，曷嘗不以人材為先務?蓋雖堯、舜之法度，文、武之方策，苟非得人，是迪是懋，則亦徒法而已。故必賴濟濟之賢、藹藹之士，布列中外，道德一而風俗同，然後可望其舉行不悖，相維於長久也。我國家因唐之舊，進士一科，得人為盛，三百年間，所以保乂王家，垂休億載者，厥功茂哉。弊久蠹滋，邇年尤甚。非無佳士穎出由此其選，然窮經學古者，或病於詞華，植德礪行者，難究其蘊奧，高才大器者，往往局於纖悉繩墨之末，是以官甚冗而才愈乏，家殊俗而風益漓。至於冒國法以苟營，假儒冠而挾冊，俚言亂雅，剿說趨時，使習之者反賊其良，而取之者莫任其咎。人情至此，咸欲變通。蓋嘗披閱先朝名臣奏議，其論取士之法非一，惟程顥、頤兄弟深知治道，酌古通今，綱條詳明，用意純切。令三省詳議，參酌其可行者條具以聞，務於科舉令甲無大更張，以妥安士心，而於進士舉之外，所以崇尚經術、考察德行、選用材能之道立為一代之典，陶成四方之風，庶幾豐芑之仁，垂之萬世，顧不美歟?』癸未，給事中常挺言：『乞遵祖宗典故，應文武臣寮封章，並許於通進司投進，以達群下之情。毋使伏闕投匭，與庶民等。』詔從之。出奉宸庫香珠、犀象等珍貨付務場賣易，助收弊楮。辛丑，詔：『沿江兩浙制帥、監司不許差軍功借補、挾術遊謁等人權攝害民。如州郡闕員，則差曹職官；屬縣闕員，則差丞、簿、尉時暫兼權，仍催正官之任。或有違戾，令臺臣覺察以聞。』
