九月戊午，參知政事李若谷罷為提舉會靈觀事。宮觀置提舉自若谷始。知樞密院事宋綬為兵部尚書，起復翰林學士晁白不愨並參知政事，起居舍人鄭戩為同知樞密院事，己未，右正言、知制誥葉清臣權三司使事。中書進擬三司使，清臣不在選。帝曰：『葉清臣才可用。』遂以命之。清臣始奏編前後詔敕，使吏不能欺。簿帳之叢冗者一切刪去。內東、御門廚皆內侍領之，凡所呼索，有司不敢問，乃為合同以檢其出入。丙寅，西賊寇三川寨，鎮戎軍西路都巡檢楊保吉死之。並陷乾溝、乾河、趙福三堡。戊辰，知樞密院事晏殊為檢校太傅，充樞密使，同知樞密院事王貽永、刑部侍郎杜衍、右諫議大夫鄭戩並為樞密副使。庚午，大理寺丞、簽書定國節度判官事種世衡為內殿承制、知延州青澗城。世衡，放兄子，幼從放學，任氣有材略。壬申，環慶副都部署任福等攻西賊白豹城，克之。合奉宸五庫為一庫，在延福宮內。舊名宣聖殿五庫。
