夏四月丁未，知建康府漂水縣李朝正召赴行在。先是，江東制置大使葉夢得言：『朝正到官二年，招集歸業人戶萬餘，磨出隱漏稅賦四萬貫石匹兩，委有顯效，乞稍加試用，以風能吏。』上召對，既而謂秦檜曰：『近時縣令以政績被薦，往往別除差遣。不若與之進秩還任，庶久則民安其政。』乃遷一官，賜五品服遣還。癸丑，右承議郎范振上書論雇募耆戶長等十事。乙卯，上謂輔臣曰：『朕昨夕閱振書，所論皆民間利病，其言多可采。』遂以振知南安軍。振，建陽人也。壬戌，東京副留守劉錡入辭。上命錡以所部騎司之軍往戍，又益以殿前司兵三千人。諸軍家屬皆留順昌就糧，惟精兵分戍陳、汴。乙丑，淮西宣撫使張俊乞免其家歲輸和買絹，三省擬每歲特賜俊絹五千匹，庶免起例。上以示俊，因諭之曰：『諸將皆無此，獨汝欲開例，朕固不惜，但恐公議不可。汝自小官，朕拔擢至此，須當自飭如作小官時，乃能長保富貴，為子孫之福。』俊皇悚，力辭賜絹。俊喜殖產，其罷兵而歸也，歲收租米六十萬斛。庚午，詔復置四川諸州學官員。壬申，簽書樞密院事韓肖胄知紹興府。
