夏四月丙子，詔諸州縣量收免行錢。自宣和間始復熙寧舊法，罷行戶而令輸錢。至靖康初又罷。紹興初，雖令見任官市買方物悉如民間之價，而污吏猶虧其直，議者以為不便。會軍興用乏，遂復令免行，仍詔公私和買物色，並依市直，違者以自盜論。已卯，參知政事兼權同知樞密院事孫近提舉臨安府洞霄宮。金人之犯淮西也，近請召張浚都督諸軍，秦檜大惡之。及兵退，御史中丞何鑄乃論近本無體國之忠，但有謀身之計，乞行罷黜。殿中侍御史羅汝楫因交章論近，乃有是命。庚寅，復置將作、軍器監長貳各一員；罷樞密院計議官。辛卯，詔給事中范同令入對。初，張浚在相位，以諸大將久握重兵難制，欲漸取其兵屬督府，而以儒臣將之。會淮西軍叛，浚坐謫去。趙鼎繼相，王庶在樞府，復議用偏裨以分其勢。張浚覺之，然亦終不能得其柄。至是，同獻計於秦檜，請皆除樞府而罷其兵權。檜納之，乃密奏於上。以柘皋之捷召韓世忠、張俊、岳飛並赴行在論功行賞。壬辰，太保京東淮東宜撫處置使英國公韓世忠、少師淮南西路宣撫使濟國公張俊並為樞密使，少保湖北京西路宣撫使岳飛為樞密副使，並宣押赴本院治事。世忠既拜，乃製一字巾，入都堂則裹之，出則以親兵自衛，檜頗不喜。飛披襟作雍容狀，檜亦忌之。
