秋七月戊辰，添差通判遠州劉伯英提舉荊湖南路常平茶鹽公事。伯英為檜所善，在湖南創造宅堂，至飾以塗金，衙前盜用官課者，皆納其女而釋之，人不敢問。已巳，大府少卿趙不棄自蜀中還，入對。上謂秦檜曰：『不棄必深知四川財賦，計今調度給足，則軍興以來，凡所科敷，並可蠲罷。朕所以休兵講和，蓋為蘇民力耳。如其不然，殊失本意。』壬申，知荊南府劉錡提舉江州太平觀。錡鎮江陵凡六年。癸酉，敕令所奏諸遭喪應解官而臨時竄名軍中規免執喪者徒三年，所屬知情而為申請起復者減二等。先是，上數諭大臣，以為有傷風教。至是立法。徽猷直學士、左奉議郎胡寅引疾告老，詔遷一官，仍舊職致仕。庚辰，詔四川宣撫副使鄭剛中令赴行在奏事，知成都府李璆權四川宣撫司職事。秦檜不樂剛中，剛中頗覺之，私謂人曰：『孤危之跡，獨賴上知之耳。』檜聞愈怒。剛中在蜀六年，事或專行，其服用往往踰制。趙不棄還朝，頗文致其事，故剛中遽罷。癸未，詔李璆、符行中同共參酌措置減放四川科敷錢物。乙酉，李觀民知濠州代還入見，言：『陛下信任一德之臣，修講鄰好，力偃戎兵，而民免於塗炭者，七年於茲。頻歲有秋，人皆樂業。伏願戒傷邊臣，毋致少有生事，庶幾仰承德意之萬一。』從之。丙戌，秦檜奏以謝尋知潮州，上曰：『凡除郡守，莫須到堂否?』檜曰：『例須參辭。』上曰：『今既休兵，正以民事為急。卿宜更加詢審，如昏耄無取者，不若只與宮祠。』
