秋七月庚午，王師心言：『鼎、澧、歸、峽產茶民私販入北境，利數倍。自知戾法不顧，因去為盜，由引錢太重，貧不能輸，故抵此。望別創憑由，輕立引價，既開其衣食之門，民必悔過改業而盜自弭矣。』上覽疏，謂宰執曰：『茶鹽禁榷，本為國用所需。若財賦有餘，則摘山煮海之利，朕當與百姓共之。姑遵舊制可也。』戶部侍郎林覺言：『國朝慶歷以來，歲鑄錢一百八十餘萬緡，其後亦不下百萬，如前年猶得十四萬緡，去年猶得二十二萬緡。而提點司官吏徒縻祿廩，朝廷罷之，但付之漕司。議者以為諸路物料有無不等，運司不相統轄，無以通融鼓鑄。欲出戶部錢八萬緡為饒、贛、韶三州鑄本，委各州通判、主管漕臣往來措置。今歲權以二十三萬緡為額，即不得復以舊錢代發。』從之。江南西路轉運判官黃仁榮知衢州，荊湖北路轉運判官楊沂移江西路。上覽除目，曰：『監司守臣席未及暖，已輒更易。不惟迎送勞費，而官吏軍民於刑教獄訟，亦莫知所適從。自今悉令久任。』辛未，下詔戒敕污吏。癸酉，下詔戒飭監司、郡守：『舉劾守令，毋得觀望當路，狹情徇私。有賞有罰，朕當信而必之。』丙戌，御藥院言：『永祐、昭慈等攢宮，帝后生辰酌獻，所用鋪翠鏤金花。乞以藥玉葉漆金紙代充。』從之。時上禁銷金鋪翠甚嚴，自禁中始。
