癸丑紹興三年春正月丁巳朔，上在臨安。己未，命諸路憲臣兼提舉常平司公事，用戶部尚書黃叔敖請也。詔婺州年額上供羅並權折價錢。庚申，李橫破潁順軍，降偽齊知軍事蘭和。後二日，敗偽齊兵於長葛縣。甲子，命戶部侍郎姚舜明往建康總領大軍錢糧，總領名官自此始。李橫復潁昌府，城陷，趙弼巷戰不勝，遂遁去。乙丑，手詔曰：『廷尉，天下之平也。曹劌謂「小大之獄雖不能察，必以情」，為忠之屬也。可以一戰，不其然乎?可布告中外，應為吾士師者，各務仁平，濟以哀矜。天高聽卑，福善禍淫，莫遂爾情，罰及爾身。置此座右，永以為訓。臺屬憲臣，常加檢察。月具所平反刑獄以聞，三省歲終鉤考,當議殿最。』金人陷金州。辛未，雨雹而雷。癸酉，初復大火之祭，配以閼伯，歲以辰戌月祀之，用酒脯。己卯，詔太史局依舊頒降諸路轉運司歷日，其賣到淨利錢赴榷貨務。壬午，知桂州許中奉詔市戰馬，得千四百匹而弱不堪用，上命降中二官。樞密院因請即邕州置買馬司，馬必四尺二寸以上，每百疋為一綱，令帥臣提舉收買，選見任官管押。自是歲得千匹，雖道斃者半，然於治軍，亦非小補。乙酉，減民間蠶鹽錢。初，祖宗時賣民間蠶鹽，政和三年，詔民間不願請鹽者，輸鹽錢十之六。渡江後,不復予鹽而差損其直。至是，又申明之。
