二月丙子，詔布衣陳得一就秘書省別造新歷，令少監朱震監視。又詔川陝宣撫司尋訪眉州精曉歷數人，將所降歷日委官監視參考，有無差錯，申尚書省。丁丑，上御舟發平江府。戊寅，命祠部員外郎張銖奉太廟神主自海道至臨安府。壬午，御舟至臨安府，行宮留守孟庾率京官小使臣以上迎于五里外，上乘輦還行宮。乙酉，侍御史張致遠言：『自昔立國者兵不貴多,貴於有用；財不患乏，患於無節。聚財養兵，皆出民力。且東南土地不加廣而日以荒蕪，租賦不加饒而日以脧耗。蓋緣民以力田為苦，而游手者軍伍收之，避役者度牒假之，強悍者盜賊死之，一人耕，百人食，本先瘁矣。今主計者初非因任，復數更易，利源不講，權柄下移。酒稅，利源也，而諸將侵之；茶鹽，利源也，而堂吏私之；銅鐵，利源也，而工賈擅之；常平，利源也，而憲司忽之。今欲理財，宜三司精擇使副，或以戶部官吏依仿三司，任以職事，全計經常，量入為出，先務省節,次及經理，則財用沛然矣。』詔戶部限十日講究條具，申尚書省。丙戌，右僕射趙鼎守左僕射、知樞密院事，張浚守右僕射，並同中書門下平章事兼知樞密院事，都督諸路軍馬。兩制出，浚獨以軍功及專任邊事為言。上既以邊事付浚，而政事及進人材專付於鼎矣。
