秋七月乙亥，詔秦州新築大甘谷口寨曰甘谷城，即篳篥城也。丁丑，布衣王安國賜進士及第，仍注初等職官。己卯，群臣表上尊號曰奉元憲道文武仁孝，詔不許。及第三表，司馬光入直，因言：『上尊號之禮非先王令典，起於唐武后、中宗之世，遂為故事，因循至今。太祖尊號有一統太平字，太祖以燕、晉未平，卻而不受。太宗尊號盡省去，且曰：「以理言之，皇帝二字亦未可兼稱。」』詔賜光曰：『朕方以淫雨地震，日虞傾禍。被此洪名，有慚面目。』遂終不許。新知大名府陳升之知樞密院事，文彥博、呂公著為使，韓絳、邵亢為副使。樞密並置使副及知院自此始。辛巳，孫覺責授太子中允，仍知諫院。先是，陳升之登對，上面許擢置中樞，覺相繼登對，上因與言：陳升之宜居宥密。邵亢不才，向欲使守長安，而執政以為無過。時升之已有成命而覺不知，退即上言：宜使亢知永興，升之為樞密使。上以覺為希旨收恩，且區處大臣非小臣所宜，故責之。覺又言滕甫貪污頗僻，斥其七罪。上不信，悉以覺疏示甫，甫謝曰：『陛下無所疑，臣無媿，足矣。』甲申，京師地震。乙酉，又震。是夜月食，有司言《明天歷》不效，當改歷。詔司天更造新歷。降將作監主簿、助教告敕七十道付河北安撫司募人入粟。戊戌，知諫院錢公輔言：『祠部遇歲饑河決，鬻度牒以佐一時之急。欲乞自今宮禁遇寺節恩賜度牒並裁損，或減半為紫衣，稍去剃度之冗。』從之。賣度牒蓋始此年。
