九月丁未，御史張商英言：『近日典掌誥命多不得其人，如陳繹、王益柔、許將，皆今之所謂辭臣也。然繹之文如款段逐驥，筋力雖勞而學成步驟；益柔之文如野嫗織機，雖能成幅而終非錦繡；將之文如啞子吹塤，終日喑嗚而不合律呂。此三人者，恐不足以發揮帝猷，號揚四海。乞精擇名臣，俾司詔命。』不報。丁卯，詔以淮南路分東、西兩路：揚、亳、宿、楚、泰、泗、滁、真、通九州為東路；壽、廬、蘄、和、舒、濠、光、黃八州、無為軍為西路。壬申，權發遣延州趙卨為吏部員外郎，賜銀絹二百疋兩，以卨奏根括地萬五千九百一十四頃、招漢蕃弓箭手四千九百八十四人騎，團作八指揮故也。
