十二月辛亥，范祖禹言：『仁宗在位最久，德澤深厚，結於天下，是以百姓思慕，終古不忘。陛下誠能上順天意，下順民心，法仁宗，則垂拱無為，海內晏安，成康之隆，不難致也。臣承乏史官，嘗采集仁宗聖政得數百事，欲乞撰錄成書上進，少資睿覽，監觀成憲，皆舉而行，以副群生之所願。』祖禹尋采集仁宗聖政三百七十事編錄成書，名曰《仁皇訓典》，凡六卷，上之。
