三月癸巳，上曰：『聞近畿頗有剽竊，所當禁戢。』元鳳奏：『此帥、憲責也，當令嚴切禁止。』上曰：『可。』戊戌，詔曰：『高宗皇帝克紹大業，寵綏萬民，厄十世以中興，恢旋乾轉坤之烈。御六飛而南渡，有櫛風沐雨之勞。定社稷以奠鱉極之安，明統系以詒燕謀之永，豈有光復我家之盛，未隆升陪世室之尊?永言孝思，稽古多闕，所以採博士、議郎之是，酌人情禮制之宜，仿有夏之祀少康，法元和之尊光武，合一祖三宗而並侑，有德有功；則參天貳地之宏規，丕承丕顯。用秩元祀，昭宣重光。陟配而多歷年，以陳常于時夏。會通而行典禮，將大饗于季秋。』己酉，御筆：『朕聞政平訟理則民安其業，告訐易俗則禮義興行。近有司受詞，多是並緣為奸，延及無辜，攤賴緡錢，動以萬計。是可忍也，孰不可忍!其耳目所接者，已悉蠲放，餘令御史臺覺察以聞。』庚戌，上曰：『近日官府多以偏詞攤及平民，不可不戢。』元鳳奏：『偏詞豈可輕信?須當公議並觀。乞以御筆宣付史館。』從之。
