八月戊寅朔，上曰：『安南之事，寇固不可不防，諸蠻亦不可不得其心。』大全奏：『孟軻有曰：『固國不以山谷之險。』』庚寅，上曰：『成都繫蜀安危，不可不亟圖之。』大全奏：『朝廷既已不勸，何事不可為?』戊戌，上曰：『上流之報日急，鎮江之事，二十年不曾舉行，今不容不嚴為之備。』大全奏：『已令閫臣亟作措置矣。』癸卯，上曰：『邊郡禁軍聞多闕額，所當招填及數。』大全奏：『已下諸閫招刺，期足示額。』上曰：『須時時趣之。』都省言：『倭船入界，禁令素嚴。比歲慶元舶，可但知怵於博易抽解之利，聽其突來，洩販銅錢，為害甚大。』詔令沿海制司於濱海港汊嚴切禁戢。
