夏四月甲申，以旱，分命使臣遍禱京城祠廟。是夕，雨。丁亥，幸國子監。遂幸武成王廟。詔自今祠祭宿齋，並令儀鸞司供帳，務極嚴潔。庚寅，鑿池于朱明門外，造樓船百艘，選卒號水虎捷，習戰池中。辛卯，王處訥上《新定建隆應天歷》，上為歷序，頒行之。庚子，以華州團練使大城張暉為鳳州團練使。上既誅李筠，將事河東，召暉入覲，問以計策。暉曰：『澤、潞瘡痍未瘳，軍旅薦興，恐不堪命。不若戢兵育民，俟富庶而後圖之。』上慰勞遣還，於是始謀伐蜀，乃徙暉鳳州。暉盡得其山川險易，因密疏進取之計，上覽之甚悅。命磁州分閒田以處北漢降民，仍賜耕牛及錢米。乙巳，幸五津園閱諸軍騎射。令諸州造輕車，以給饋運。
