76  | 奉議郎、知定州安喜縣事王巖叟為監察御史。癸未，呂公著入見，太皇太后遣中使賜食。公著上奏十事，一曰畏天，二曰愛民，三曰脩身，四曰講學，五曰任賢，六曰納諫，七曰薄斂，八曰省刑，九曰去奢，十曰無逸，皆隨事解釋，粗成條貫，不為繁辭，以便觀覽。是日，同上奏曰：『先帝新定官制，設諫議大夫、司諫、正言之官，其員數甚備。伏乞申敕輔弼，選忠厚骨鯁之臣、正直敢言之士遍置左右，使掌諫諍。又御史之官號為天子耳目，而比年以來，專舉六察故事，廢國家治亂之大計，察官司簿領之過也。伏乞盡罷察案，只置言事御史四人或六人，仍詔諫官、御史並須直言無諱，規主上之過失，舉時政之紕繆，指群臣之姦黨，陳下民之疾苦。』丁亥，詔曰：『古之王者即政之始，必明目達聰，以防壅蔽。敷讜言以輔不逮，然後物情得以上聞，利澤得以下究。應中外臣寮及民庶，並許實封，直言朝政闕失、民間疾苦，朕將親覽，以考求其中而施行之。』司馬光凡三奏乞改前詔，於是始用其言也。呂公著既上十事，太皇太后遣中使諭公著曰：『覽卿所奏，深有開益。當此拯民疾苦，更張何者為先?』 |
