十一月戊子朔，出內庫真珠估緡錢三十萬賜三司，上諭輔臣曰：『此無用之物，既不欲捐棄，不若散之民間，收其直助糴邊儲，亦可少紓吾民之斂也。』丁酉，知樞密院事盛度為尚書右丞、知揚州，參知政事程琳為光祿卿、知潁州，御史中丞孔道輔為給事中、知鄆州。初，張士遜素惡琳，而疾道輔不附己，將并逐二人。察帝有不悅琳意，即謂道輔：『上顧程公厚，今為小人所誣，宜見上為辨之。』道輔入對，言琳罪薄，不足深治。帝怒，以道輔朋黨大臣，故特貶焉。辛丑，許建州立學，仍給田五頃。壬寅，參知政事王鬷為工部侍郎、知樞密院，刑部員外郎宋庠為諫議大夫、參知政事。同修起居注宋祁次當知制誥，以兄庠在中書，乃授天章閣待制、同判禮院。時陝西用兵，調費日蹙，祁上疏論三冗三費曰：『天下有定官無限員，一冗也；廂軍不任戰而耗衣食，二冗也；僧道日益多而不定數，三冗也。何謂三費?一曰道場齋醮無日不有；二曰京師寺觀或多設徒卒，或增置官司，衣糧所給，三倍它處；三曰使相節度不隸藩要，貪取公用，以濟私家。』西賊寇保安軍，鄜延鈐轄盧守勤等擊走之。
