69  | 五月，右司諫韓琦言：『唐之斜封，今之內降，蠹壞綱紀，為害至深。乞特降詔諭，今後臣僚或有奏請事件，輒敢因緣請托及自於內中陳乞特批指揮，即望降出姓名，并為奏求人並送有司勘劾，重行貶責。』癸卯，天章閣侍講賈昌朝上書曰：『今西夏僭狂，此不足慮，而國家用度日廣，民力頗困，是則可憂，自天聖以來，屢詔有司節省用度，未有施行。臣嘗治畿邑，有禁兵三千，而留萬戶賦輸，僅能取足其三年，賞給仍出自內府，況它郡邑兵不啻此。臣又嘗掌京廩，計江淮歲運糧六百餘萬，以一歲之入，僅能充朝廷之用三分，二在軍旅，一在冗食。儻有水旱頻仍之災，軍戎調度之急，計將安出哉?願取景德以來迄於景祐，校其所入出之數，約以祖宗舊制，其不急皆省罷之。』詔張若谷、任師中、韓琦與三司定奪減省以聞。韓琦言：『減省浮費，莫如自宮掖始。』 |
