甲辰淳熙十一年春正月辛卯朔，雨土。辛丑，詔浙東提舉司將開掘過白馬湖為田去處並立板榜，每季檢舉，曉諭人戶，日後不得再有侵占，仍仰本司覺察，毋致違犯。丙午，監察御史謝諤言：『去年十月四日，臣僚言：因處州守臣不合將義役置冊，假以藉手，干求差遣，力陳其弊。奉旨依奏。其所奏係是兩項，第一項云：將處州及兩浙有見行助役去處，聽從民便，令官司即不得干預。第二項云：其民間自難久行不能息爭訟者，仰州縣遵依見行條法，照應物力資次，從公差募。第一項是行義役，第二項是行差役也。言者之意，欲差役、義役二者並行，元不曾指名言盡罷義役，兼但言兩浙之弊，不曾言及別路也。近訪聞江東、西諸路累年民間有便於義役之處，官司乘此頗有搖動。蓋民間舊因差役，吏緣為奸，當差之時，枚舉數名，廣行追擾，望其脫免，邀求貨賂，使之爭訟，至有累月而不定者，民戶因此多有困竭。緣行義役，遂頗便之。自此法之行，胥吏縮手無措，日夕伺隙，思敗其謀。近有饒州德興縣、吉州吉水人戶赴臺陳訴，其詞激切，端有可憫。乞下諸路監司、州縣，應有義役當從民便外，其不願義役及自有爭訟，乃行差役，兩項並合遵守，違者許提舉司按奏。其德興縣人戶並賚出本縣舊刊義役石碑，可見經久之計，民情之所安，惟恐官司撓其成法。』上曰：『前日蔣繼周言處州守臣專行義役之弊，今諤欲義役、差役各從民便，法意補得始圓。令照前降指揮施行。』甲寅，雨土。是月，戶部奏言：去歲旱傷，計減放六十萬石。上初欲下漕臣覈實，既而曰：『若爾，則來年州郡必懷疑不與檢放矣。』
