二月丁丑，禮部郎鄭僑言：『淮東鹽場人戶各有官給煎柴地，不許耕種。年歲既久，亭戶私自開墾，自淳熙四年以來，按其所耕之地履畝而稅之，十取其五，名曰子斗價錢，悉歸公庫，歲約可得二萬緡，緣此戶肆意開耕，遂致柴薪減少，妨廢鹽業。臣昨任提舉日，嘗罷收子斗價錢，禁約亭民將已耕過地不得布種。今已累年，慮禁戢不謹，此弊復興，乞令監司覺察。』從之。庚辰，樞密院進呈趙汝愚、李大正奏黎州買馬乞照舊法，不拘尺寸。上曰：『所引舊法，是紹興間舊法?或京師舊法?』黃洽等奏：『係是祖宗時舊法。』上曰：『祖宗時有西北馬可用，黎馬止是羈縻。今則黎馬分作戰馬，如何不要及格尺?所乞難行。』
