二月己未，幸玉津園宴射。癸亥，進呈張浚視師及措置邊事指揮。上曰：『暫往措置邊防，待朕批去，有警即行，不須擇日。』先是，張浚奏：『敵勢未能動，長驅江淮，決無是事。但三月間春草生，須防衝突。乞明降指揮，令臣往淮上視師，無事則不須行。』又奏：『近日外間往往謂臣與宰執議論不和，便欲陛下用兵。今日若能保守江淮，已為盡善，萬一機會之來，王師得勝，敵眾潰散，不得不為進取之計。是時陛下須幸建康，亦望宰執協力。』湯思退奏：『敵人變詐無窮，朝廷規模要先定。』周葵、洪遵奏：『今日之舉，當量度國力。』上曰：『浪戰不可，須是機會，不可強為。卿等同心，事無不立。』戊辰，進呈擬韓彥直知舒州。上曰：『親民之官不可輕授。』湯思退奏：『彥直嘗為郎官，張浚又嘗以為成閔隨軍漕。』上曰：『更且試之以事，他日可以親民，付之州郡未晚。』宰執退曰：『上於州郡如此不輕，可以知願治之意也。』彥直，世忠子也。丙子，上宣諭：『臣僚論列，間有將臣刻剝士卒，以充饋賂。可令學士院降詔戒諭。』
