十二月癸巳，詔曰：『朕仰惟祖宗委任三司，專總邦計，故能周知源委，出入有常。今之財賦，名歸戶部，而事權散紊，不復相通，有司出納，莫可稽考，吏或苛取，重困吾民。朕嘗有意變通，比覽臣僚奏疏，因思區畫，其遵孝宗皇帝典故，宰相兼國用使，參知政事同知國用事，仍於侍從、卿監中擇才識通練奉公愛民者二人為之屬，俾顓其職，參考內外財賦所入，經費所出，會計而總覈之，庶幾名實不欺，用度有紀焉。』遂以陳自強兼國用使，費士寅、張岩同知國用事。己亥，詔改明年元。壬子，禁州縣挾私籍沒民產。甲辰，再蠲臨安府民身丁錢三年。乙卯，金主遣殿前右副都點檢烏凌阿毅、太常少卿賈益來賀明年正旦。
