二月辛酉，樞密院言：『臣僚奏，紹興初，吳玠、楊政畫蜀漢之地以守，自散關以西付之階，梁、洋付之政。蜀中諸邊，散關為重。願與二三大臣講求向來蜀中守邊舊跡，奉旨令制置司同都統司照應前後所降指揮，公共相度經久利便聞奏。據興元都統制彭杲申，大散關一帶邊面係鳳州地界，隸屬西路安撫所管。淳熙二年間得旨，鳳州係興元管認。見今每年兩司差撥官兵守把。切詳大散關一帶邊面係對境衝要來路，最為重害，兼緣鳳州郡事見係文官，即與屯守之兵，各無統臨，亦非本司號令所及，緩急之際議論不合，或有乖違，即誤國事。乞依已降指揮，將本州知州令本司選擇奏辟，彈壓戍兵，措置邊面。』詔彭杲於統制官精選公慮諳練邊防民政之人具名聞奏，其鳳州緩急應援一節，仰照應所奏施行。』是月，葬高宗於永思陵。四川制置司奏：陝西秦川百姓聞高宗之喪，皆戴白巾。
