六月戊午朔，詔：『諸軍升差，蓋擇將之根本，必有智勇勞效，乃能服眾。今後宜精加選用，毋得循習苟且。仍令樞密院自淮備將以上至統制官，每全軍各為一籍，逐月揭貼進入，朕當間點三兩名，審觀識略事藝，隨其能否，議主帥之賞罰。』臣僚訪聞諸州軍受納夏稅，官吏邀阻，間有將堪好絹帛強行打退，卻置場用低價收買，其宮中既已買下退絹，多作畸零，折納高價，不恤民病，利其贏餘。欲望嚴禁。今後州軍置場收買退絹，許人戶越訴，令監司、御史覺察，違戾科罪。』從之。詔建寧府淳熙九年分人戶欠二稅等錢三萬四千三百十九貫並令除放。辛酉，進呈王淮等上表，為敕令所編類寬恤詔令成書，乞頒降施行。上曰：『可謂詳備。凡事在人舉行斟酌，輕重盡之矣。』壬戌，進呈秘書省校書郎奚商衡奏：制科取士，勿拘三歲之制。上曰：『賢良得人，國家盛事，可令學士院降詔，有合召試人，舉官即以名聞。』
