28  | 甲寅熙寧七年二月，上與王安石論邊事曰：『食哉惟時，雖堯舜以為先務。』安石曰：『雖然，若不悖德允元而難任人，誰為陛下盡力推行食哉惟時之政事?』上憂契丹，安石曰：『豈有萬里而畏人者哉?如不免畏人，即必是事尚有可思處。』庚寅，詔國子監許賣九經、子史諸書與高麗國使人。又詔以新鄆州左司理參軍葉濤等二十三人為諸路教授，國子監言看詳濤等所業堪充教授故也。 |
