十一月甲戌，權禮部侍郎辛次膺言：『今諸路歲入數目實多，使有以理財而其入無欠，有以節財而其出有節，則豈特財用充足，蓋將儲蓄沛然有餘矣。願詔左、右司同戶部取朝廷一歲中出入之數，其入數拖欠失陷者嚴立譴罰，其出數則更加裁酌，立為之數，不得增添。』上曰：『此誠今日急務。然止有三說：生財、理財、節財是也。比年生財之道講求略盡，唯理財多因官司失職，致有拖欠，使州縣得人，必不至此。若節財，則用莫大於給軍。既有定額，無從裁省。今便當撙節，不可妄費。』遂令吏部侍郎陳康伯、戶部侍郎王促、大理少卿陳章同措置。壬午，上謂大臣曰：『近太學試補弟子員，中程者詩賦多而經義少，數年後，恐經義科廢矣。宜令兼習經義。』沈該等請俟省試畢，上可之。丙戌，尚書省言：『被旨裁減吏額，法行當自近始。乞裁定三省、樞密院近來所添名額。』於是六曹、寺監、百司各以舊額及新置人數來上，朝廷悉加裁損焉。癸巳，吏部員外郎王晞亮言［6］：『國家取士，詞賦之科與經義並行。比學者去難就易，競習詞賦，罕有治經。至於《周禮》一經，乃絕無有。望自今經義文理優長合格人有餘，許將詩賦人材不足之數通融優取，仍以十分為率，不得過三分。』從之。
