十二月乙卯朔，上謂大臣曰：『聞紹興飢民有渡江者，可令臨安優給路費遣還。』時明、越、秀、潤、徽、婺、饒、信州皆旱，民多流散。上命有司發粟減賦。至是，復令常正官親往賑給之，毋致失所。庚申，知宣州秦棣卒，官給葬事。棣在宣城，州之何村有富民釀酒，棣遣巡檢將吏士捕之，夜半圍其家，民疑其強盜也，即手鼓聚鄰里共執之，走愬諸棣，棣怒，取民及其子孫三人，用麻繩通纏其體，自肩至足，然後各杖之百，及解縛，三人皆死。其慘毒如此。丙寅，詔提舉常平宮分遣屬吏賑恤流民，且貸其春耕之費。尚書省批狀：四川營田，就委都統制檢察措置耕種，將每年所收斛斗，除分給官兵并樁留次年種子外，盡數報總領所拘收，充減免成都府路對糴米十二萬石之數。舊營田事隸宣撫司，及司廢，乃有是命。戊辰，饒州進士張闡上書，乞將四等、五等下戶紹興十七年已前拖欠冬苗及諸色官物，已倚閣者即與蠲放，未倚閣者，即權倚閣。上謂大臣曰：『如實無可納，徒有追人，亦足矜也。』乃付戶部。既而戶部乞諸路災傷及五分處，下戶欠十六年租稅除形勢外，並與蠲放；十七年分倚閣。如違，當職官重行黜責，仍令憲臣覺察。從之。壬申，宰執進呈經界事訖，上曰：『諸州月樁錢昨已例減，要當盡行除罷。』秦檜即諭戶部侍郎李椿年、宋貺，以經總錢措置贍軍。
