九月辛亥，大享天地于明堂，以太祖、太宗、真宗配，從祀如圜丘。大赦。文武職官、致仕官並特與轉官，不為永例。詔內降指揮：『百司執奏毋輒行，敢因緣干請者，諫官、御史察舉之。』初議肆赦，上謂輔臣曰：『比有貴戚近習寅緣請托，以圖內降。可於赦文中嚴切禁止。』輔臣對曰：『載之赦條，恐未盡聖意。』乃別為手詔，與赦同降。先是，彭思永入為侍御史，極論內降之弊。及祀明堂前一日，有傳赦書語百官遷官者。時參知政事缺員，張堯佐朝暮待命，而王守忠亦求為節度使，思永遂奏：『陛下覃此繆恩，無意孤寒，獨為堯佐、守忠爾。』且言外戚秉政、宦官用事，皆非宗社之福。疏入，上震怒，詔詰思永安從得此?諫官吳奎言：『御史許風聞。若必窮主名，則後無敢以事告御史者，是朝廷自蔽耳目也。』上寤，不復致詰。思永尋罷侍御史，知宣州，而堯佐、守忠之議遂格。入內都知麥允言卒，贈司徒、武安節度使。又詔允言有軍功，特給鹵簿。同知禮院司馬光言：『昔仲叔于奚有功於衛，衛人使之繁纓以朝。孔子曰：「惜也。不如多與之邑。惟器與名，不可以假人。』夫爵位尊卑之謂名，車服等威之謂器，二者人主所以保畜其臣而安治其國家，不可忽也。今允言近習之臣，贈以三公之官，給以一品鹵簿，其為繁纓，不亦大乎?』
