庚午嘉定三年春正月甲辰，詔曰：『朕以眇躬，君臨方夏。明有未燭，德有未孚。頃緣奸臣妄開邊釁，科役繁重，人不聊生，旱蝗頻仍，更不加恤，使吾赤子皆轉徙以無依，而彼奸民因誘引以為暴。靖言致寇，敢昧責躬。近而淮、楚兩郡之間，遠則江、湖數邑之地，生齒遭其蹂躪，室廬致於毀焚。惕若興懷，為之旰食。今禁旅揚威而並進，鄉豪戮力以爭先，震疊無前，蕩平有日。言念脅從之眾，豈皆好亂之氓?與其假息以偷生，孰若轉禍而為福。今則宏開禁網，誕布寬書，推予不殺之仁，畀爾更生之路。倘復舊業，即為良民。尚惟郡縣字人之官，共宣朝廷惠下之澤。亟蘇民瘼，庸副朕心。其楚、衡、郴、吉州、南安等處盜賊，惟捕渠魁外，其餘脅從，並行原貸，許以自新。』又詔曰：『歲比旱蝗，民食不登，捐瘠流亡，良可哀痛。朕蠲租發廩，日夕惴惴，惟恐賑恤弗及，亦冀在位有以分朕之憂。而監司、守令鹵莽具文，未副朕意。其能按察而無拘攣歟?撫字而無刻剝歟?不然，何吾民不安業而忍為寇盜之歸也。繼自今以體國為心，以舉職為能，旌褒選擢，朕不汝靳。其或緣奸作邪，營私自豐，使上德壅於下，下怨叢於上，厥有常憲，斯言不偷。毋忽！』丙午，雨土。癸丑，雷。
