八月，以三司使晏殊為樞密副使。壬戌，大內火，延燔八殿。乙丑，詔群臣直言闕失。先是，百官晨朝而宮門不開，輔臣請對，帝御拱宸門，追班百官拜樓下，宰相呂夷簡獨不拜。帝使問其故，曰：『宮庭有變，群臣願一望清光。』帝舉簾見之，夷簡乃拜。時宦者置獄治火事，得縫人火斗，已誣伏，下開封府使具獄，權知府事程琳辨其不然，乃命工圖其火經處，且言：『後宮人多，此殆天災，不可以罪人。』監察御史蔣堂亦言：『火起無迹，安知非天意?陛下宜修德應變，今乃欲歸咎宮人。且宮人付獄，何求不可?而遂賜之死，是重天譴也。』帝為寬共獄，卒無坐死者。殿中丞滕宗諒言：『國家以火德王天下，火失其性，由政失其本。』因請太后還政。秘書監劉越請太后還政，言尤鯁直，皆不報。九月庚寅，重作寶冊，以舊冊寶為宮火所焚也。十一月，上以修內成，恭謝天地于大安殿，遂謁太廟。大赦，改元。定難節度使、西平王趙德明封夏王。德明凡娶三姓，米母氏生元昊，小名嵬理。羌語謂『惜』為『嵬』，『富貴』為『理』。性凶鷙猜忍，通蕃漢文字。數諫德明無臣中國，德明曰：『吾族三十年衣錦綺衣，此聖宋天子恩，不可負也。』元昊曰：『英雄之生，當王霸爾，何錦綺為?』德明死，元昊繼立。癸亥，制授元昊特進、檢校太師兼侍中、定難節度、夏銀綏宥靜等州觀察處置押蕃落使、西平王。元昊既襲封，即陰為反計。
