六月庚寅，大雨震雷，平地水數尺，壞京城民舍，壓溺死者數百人。辛卯，上避正殿，減常膳。丁酉，德音降天下囚罪一等，徒以下釋之；畿內、京東西、淮南、河北民田被水者蠲其租，流徙者，所在撫存之。詔三司所在官物為水漂失者皆蠲除之。水之作也。宰執方晨胡未入，俄有旨放朝，王曾亟附中使奏曰：『天變甚異，乃臣等燮理無狀，豈可退安私室，恬然自處?』亟請入見，陳所以備禦之道。同列有先歸者，聞曾如是，皆媿服焉。時又傳言汴口決，水且大至，都人恐，皆欲東奔。上以問曾，曾曰：『河決恐未至此，第民間訛言，不足慮。』已而果然。秋七月，罷永興軍秦坊等新醋務。初，陝西轉運司置務榷之，請推其法天下。王曾曰：『榷酒蓋出於前代之不得已，未能省去。若又榷醋，則甚矣。』故罷之。辛未，詔兩川所造錦綺、鹿胎、透背、欹玉等，歲減上供之半；其大小綾及花紗，仍令改織絹以供邊費。上嘗謂輔臣曰：『比以大暑罷講讀，適已召孫爽等說書。卿等公事退，可暫至經筵。』王曾曰：『陛下萬幾之暇，留意經術，雖炎暑不輟，有以見聖學之高明也』」
