十一月癸巳，詔天下縣令、佐自今檢苗定稅、部役差夫、鈐轄徵科、區分刑獄。凡關事務，貴在公平。如有違逾，並宜論訴。或令、佐不相糾舉，許吏民訴，得實者賞之有差。上享太廟，見其所陳籩豆簠簋，問曰：『此何等物也?』左右以禮器對。上曰：『吾祖宗寧識此!』亟命撤去，進常膳如平生。既而曰：『古禮亦不可廢也。』命複設之。於是判太常寺和峴言：『按唐天寶中享太廟，禮料外，每室加常食一牙盤。五代以來，遂廢其禮。今請如唐故事。』詔從之。癸卯，合祭天地於南郊。大赦，改元。契丹以兵來援北漢，李繼勛等皆引歸，北漢因入寇。
