當是時，上書言神怪者以百數，王公邸第，百司廨署，拳匪皆設壇焉，謂之保護。兩廣總督李鴻章、兩江總督劉坤一、湖廣總督張之洞、四川總督奎俊、閩浙總督許應驍、福州將軍善聯、巡視長江李秉衡、江蘇巡撫鹿傳霖、安徽巡撫王之春、湖北巡撫于蔭霖、湖南巡撫俞廉三、廣東巡撫德壽合奏，言：「亂民不可用，邪術不可信，兵端不可開。」其言至痛切。山東巡撫袁世凱，亦極言朝廷縱亂民，至舉國以聽之，譬若奉驕子，禍不忍言矣。不聽。遂以載勛剛毅為總統，載瀾英年佐之，籍姓名部署，比於官軍。然拳匪專殺自如，載勛剛毅不敢問。都統度恆，一家十三口皆死，載漪夙暱度恆，亦不能庇也。戶部尚書士山不甚附載漪，候補侍郎胡燏棻治鐵道，侍讀學士黃思永嘗請行昭信股票，通永道沈能虎與李鴻章有連，皆號為習洋務，拳匪欲殺之，燏芬夜亡走，依袁世凱，能虎以賄免，立山思永下獄，其罪狀則神語也，"通夷"。殺遊擊王爕，醢之；詹事府詹事李昭煒、翰林院編修杜本祟、檢討洪汝源、兵部主事楊芾皆指為教民，被傷幾死；編修劉可毅死於道，失其尸。
