二十九年春正月丁丑，制两京、诸州各置玄元皇帝庙并崇玄学，置生徒，令习《老子》、《庄子》、《列子》、《文子》，每年准明经例考试。内外官有伯叔兄弟子侄堪任刺史、县令，所司亲自保荐。禁九品已下清资官置客舍邸店车坊、士庶厚葬。三月，吐蕃、突厥各遣使来朝。丙午，风霾，日色无影。夏四月庚戌朔。丙辰，以太原裴伷先为工部尚书。韦虚心卒。亲王已下及内外官各赐钱令宴乐。壬午，以左右金吾大将军裴宽为太原尹、北都留守。秋七月乙卯，洛水泛涨，毁天津桥及上阳宫仗舍。洛、渭之间，庐舍坏，溺死者千馀人。突厥登利可汗死。北州刺史王斛斯为幽州节度使；幽州节度副使安禄山为营州刺史，充平庐军节度副使，押两番、渤海、黑水四府经略使。
