36  | 乙丑，詔曰：國家敦本厚生，取什一之稅，豊財足用，聚九年之儲，兵食所資，蓋不得已。尚念力耕數耘之苦，祁寒暑雨之勞，供王租而既勤，獲地利而甚薄。先是，兩稅起徴，特設三限，限外又加一月。州縣吏苟務苛虐，㒺守章程，施鞭朴以立威，用掊克而為政。不體勤恤之意，自求課最之名。昔之良吏，善治民者，有増租從調、減年就役之事，豈若是乎？自今宜令諸州長吏、本判官、録事参軍，專察所屬縣令、主簿政治善惡，書於吏部南曹曆子外，以其狀聞。當申黜陟，用彰朕愛民之旨焉。先是，上謂宰相曰：朕視萬民如赤子，念其耕稼之勤，春秋賦租、軍國用度所出，恨未能去之。此令三限外特加一月，而官吏不體朝旨，自求課最，恣行箠楚，以求辦事。此一事尤傷和氣，宜下令申儆之。故有是命。 |
