1  | 順治初，順天巡撫宋權獻治平三策，首言致賢才以佐上理，薦明薊遼總督王永吉，因詔廷臣各舉所知。嗣以知舉多明季故吏廢員，無肥遯逃名之士，定舉主之法，得人者賞，繆濫連坐，禁不得以雜流黜革之人充數，緘默不言者罪之。順治末，停差巡按，定直省巡撫應薦方面有司佐貳教官員額。康熙己未，都御史魏象樞舉清廉十人，上諭「張沐、陸隴其係廉能之員，畀以直隸、江南繁劇之地，庶其才可以表見」。旋令部臣保關差，咸以操守難知對。上曰：「清操如何可廢，如郝浴居官甚好，猶侵蝕錢糧，魏象樞嘗薦之，此事安能豫知，但將有守之人舉出，自能效力。」尋九卿疏薦蘇赫、范承勳、趙倫、崔華、張鵬翮數人，而陸隴其復與焉。之數人者，皆以廉惠愛民，有聲於時。康熙中，尚書趙申喬舉張應詔能耐清貧，可為兩淮運使，疏內有「為知府不製衣服隨從數人」之語。上諭：「清官不係貧富，張伯行家道甚饒，任所日用，皆取諸其家，隨從四五十人，今以不清可乎？操守雖清，不能辦事，何裨於國！」 |
