载漪即邸为坛，晨夕必拜。于是城中日焚劫，凡拳所不快者，即诬为教民，杀之，死者十数万。而孝钦方日召见其党所谓大师兄者，慰劳有加。士大夫谄谀干进者，又以拳为奇货。如候补知府曾廉，翰林院编修王龙文、彭清藜、吴国镛、萧荣爵，御史徐道焜、陈嘉言、刘嘉模，刑部郎中左绍佐，户部主事刘秉鉴等，皆上书附和。时王公邸第，百司廨署，拳皆设坛，谓之保护。而两广总督李鸿章、两江总督刘坤一、湖广总督张之洞、四川总督奎俊、闽浙总督许应騤、福州将军善联、巡视长江李秉衡、江苏巡抚鹿传霖、安徽巡抚王之春、湖北巡抚于荫霖、湖南巡抚俞廉三、广东巡抚德寿，合奏言：「乱民不可用，邪术不可信，兵端不可开。」山东巡抚袁世凯亦极言：「朝廷纵乱民，至举国以听之，譬若奉骄子，祸不忍言。」皆不听。遂派载勋、刚毅为总统。然拳匪专杀自如，勋、毅不敢问也。
