紹興四年正月,樞宻承㫖章誼、中書舍人孫近使于金國。二十九日己卯,右迪功郎、新授監廣州寘口場鹽稅吳伸再上論大臣非辜書:「正月二十九日,右迪功郎、新授監廣州寘口場鹽稅臣吳伸,謹齋沐裁書,昧死百拜獻皇帝陛下:臣聞趙襄子見圍于晉陽,罷有功之臣五人,髙赫無功而受上賞,五人皆怒,襄子曰:吾在危厄之中,不失臣主之禮者,唯赫也,子雖有功,皆驕寡人。孔子聞之曰:趙襄子善賞一人,而天下知君臣之禮,臣讀至此,每興嗟而不能自已,豈舉世無髙赫之徒乎?将功同而賞異乎?将使忠信之士不容于朝端乎?将使忠信之士陷於罪戾乎?昔人有所謂忠信而獲罪者,此臣所以區區晝則忘食,夜則忘寢,痛為天下國家惜也!臣聞建炎之間,苗傅作亂,一夫唱惡,寶位遷移,廢主立幼,擅國威權,當是之時,天下皇皇,左右無措,皆有驕君之心,未聞有盡禮之臣,至于能赴國難者,尤鮮其人,獨一張浚以㣲弱之書生,率天下之義士,忠誠一發,勇冠三軍,遂擒元兇,用復大寶,張浚之忠,聞于八荒,達于皇天,豈特士卒知之?雖三尺之童亦知之,豈特三尺之童知之,而陛下亦自知之。昔申蒯陳不克赴,荘公之難,不能成功,後世猶且義之,況於唱天下之大義,立百世之大功乎?臣雖不敢僣擬仲尼之褒貶,切謂張浚賢于髙赫逺矣。嗟夫才有短長,事有優劣,可謂忠有餘而智不及,臣請為陛下畢陳其說。臣聞張浚之帥陕右也,憂國忘家,見危致命,食不兼味,祿無羡餘,聞利國之言,咨嗟而不能已,見忠義之士,延禮唯恐其後,廉潔愛民,士卒化之而不貪,公忠御下,吏民善之而無謗,此所謂忠有餘者也。料敵人之不審,陷曲端于無辜,昧左右之譖言,執一己之私斷,失五路之地,衂數萬之師,覆軍陜右,延敵窺川、取怒朝廷,歛怨鄉曲,此所謂智不及者也。今五路失利,四川孤危,罪在張浚,夫復何說?而臣有言者,無他,臣恐快朋黨之私,墮敵人之計,絶忠臣之路,何以言之?臣聞女無美惡,入宫見妒。士無賢不肖,入朝見嫉,蓋貪冒之心,人情所同,朋黨之私,古今皆有。且夫為臺諌者,必欲速專均衡,此貪冒之漸也。甲居台輔,則甲有親戚故舊,乙居台輔,則乙有親戚故舊,甲或罷政,則甲之親戚,故舊無所依焉,乙或罷政,則乙之親戚故舊無所依焉,此朋黨之私也。今張浚還朝,不復元樞之位,必正台司之權,在同列必嫉之,或有薦擢,更易差除,在百僚必嫉之,若不羣而攻之,排而逐之,則上下俱緩,遷敘之階,朋黨不得少固其位,萬一衆口鑠金,積毀銷骨,擠以失地之罪,陛下不得已而逐之,豈不快朋黨之私乎?臣聞魯以季友治亂,魏以無忌折衝,虞不用宮之竒而晉并之,吳不用子胥而越并之。田單縱反間于燕而樂毅罷,陳平縱反間于楚,而范増去,子玉死而文公之君臣相賀,廉頗逐而白起之,籌䇿得施。借使張浚智雖不及數子,忠實優之,臣竊謂今世如張浚者,復有幾焉?萬一忠臣見遂,必有不忠者至,觀其用兵雖敗,金人未必不忌其忠,設或反間得行,而張浚罪去,豈不墮敵人之計乎?臣聞齊威前有尊周之功,後有滅項之罪,《春秋》書夏滅項,為齊公諱之,故古人以功覆過,良有以也。今張浚復辟之功大,失地之罪小,非特臣得以知之,天下之人所共知之,何哉?金人起兵三十餘載,北滅契丹,南侵中原,天降喪亂,敵勢孔熾,張浚以五路散地之兵,當百萬熊羆,深入重地之敵,如煆投卵,其不敵也明矣,尚能枝梧數年,與之相持,及其退保四川,敵人卒未能下,蓋亦張浚之功也。若曰失陜西之地,潰五路之兵為可罪,則曩者失太原之利,致陷神京,失神京之利,播遷二帝,禍延今日,遂使翠華巡狩于海濱,賊臣割據于中土,當時用事之臣,比之張浚,罪状有差如是,張浚功大而罪小也,又明矣。設若寘浚于罪地,後之有功者,又欲與赤松子遊,使未立功者,将以張浚為戒,後有患難,誰肯赴之,豈不絶忠臣之路乎?臣竊見里巷交談,人人為浚危之,咸曰:某黨某人,欲有言也,張浚之來,章疏列上,必于失地之外,吹毛求疵,増其過惡,陛下雖有襄子之明,必不能卻如簧之言以保全之,若然茍張浚未來,則其罪緩,張浚即至,則其罪速,萬一果如道路之言,則張浚之罪,将無所逃,何則?張浚不至,則議者必曰:慢而不恭,有違命之惡。浚即來,則議者必曰覆軍之將,有失地之罪,今遲遲其行,豈非畏人言乎?抑亦自謂無功而歸,羞澁其行乎?方其未至,已有論列其罪者,及其還朝廷,罪之何疑!臣又聞道路之言曰:非特一二人欲言之,且将羣而攻之,不特羣而攻之,必使之罪去而後已!嗚呼!開言路者,所以納公忠而去偏黨也。今以朋黨之私,而所親所舊,雖有大惡,則遏而庇之,非親故,雖有小過,必招而逐之,至使執政不敢除一吏,忠臣不獲全其身,可勝惜哉?嗟乎!言張浚之短則易,為張浚之事則難,若試以言張浚之人而任張浚之責,則敗績尤甚於浚矣!臣竊謂艱難以來,未有臣如浚比者,萬一使言者必行,而浚罪去,不知誰可繼其忠乎?古人一賢,勝百萬之師,若賢者不容于朝,且欲其修政事而戢強隣,不亦難乎?臣嘗聞周公使管叔監商,管叔以啇叛。夫周公,弟也,管叔,兄也,周公之過,不亦宜乎?當時以功覆之,後世亦未嘗罪周公,而議者則曰:周公之過,如日月之蝕焉,今張浚失地之過雖明,而赴難之忠亦至,臣恐攻言易入,聽斷所難,伏望陛下痛加察焉,無使朋黨得以快其私,無使敵國得以乗其間,無使忠臣因而晦其跡,實宗廟社稷之福,天下生靈之幸也!臣與張浚,居處則異鄉,勢位則相邈,既非親戚,亦非故舊,初無私于浚也,今論張浚之一身,而玷及滿朝之權,貴臣固知不得罪于今日,必歛怨于他時,臣之棄斥,幾不能免,其必有言而無媿者,臣自謂視富貴為甚輕,以忠義為甚重,今至公之論,忤及權臣,不過使臣終身不得仕進爾,至如張浚復辟之忠,今古所難,臣以忠義得罪,雖伏之斧鉞,赴之鼎鑊,在所不辭,豈畏朋黨之害乎?臣之所陳,披肝瀝膽,聽之罪之,唯陛下所命焉!干冐冕旒,臣無任俯伏待罪之至」。
