侍诏夏贺良等言赤精子之谶，应劭曰：「诸以材技徵召，未有正官，故曰待诏。夏，姓也。贺良，名也。高祖感赤龙而生，自谓赤帝之精，良等因是作此谶文。」汉家历运中衰，当再受命，宜改元易号。诏曰：「汉兴二百载，历数开元。皇天降非材之佑应劭曰：「哀帝自言不材，天降之佑。」，汉国再获受命之符，朕之不德，曷敢不通！夫基事之元命，必与天下自新，师古曰：「基，始也。元，大也。始为大事之命，谓改制度也。又曰更受天之大命。」其大赦天下。以建平二年为太初元将元年。号曰陈圣刘太平皇帝。李斐曰：「陈，道也。言得神道圣者刘也。」如淳曰：「陈，舜后。王莽，陈之后。谬语以明莽当篡立而不知。」韦昭曰：「敷陈圣刘之德也。」师古曰：「如、韦二说是也。」漏刻以百二十为度。」师古曰：「旧漏昼夜共百刻，今增其二十。此本齐人甘忠可所造，今贺良等重言，遂施行之。事见李寻传。」
