二年夏，行幸雍棫陽宮。蘇林曰：「棫音域。」張晏曰：「秦昭王所作也。」晉灼曰：「黃圖在扶風。」

六月，代王參薨。匈奴和親。詔曰：「朕旣不明，不能逺德，使方外之國或不寧息。夫四荒之外不安其生，師古曰：「戎狄荒服，故曰四荒，言其荒忽去來無常也。爾雅曰『孤竹、北戶、西王母、日下謂之四荒』。」封圻之內勤勞不處，師古曰：「圻亦畿字。王畿千里。不處者，不獲安居。」二者之咎，皆自於朕之德薄而不能達逺也。閒者累年，匈奴並暴邊境，多殺吏民，邊臣兵吏又不能諭其內志，以重吾不德。師古曰：「諭，曉告也。重音直用反。」夫乆結難連兵，中外之國將何以自寧？今朕夙興夜寐，勤勞天下，憂苦萬民，為之惻怛不安，師古曰：「惻，痛也。怛，恨也。怛音丁曷反。」未甞一日忘於心，故遣使者冠蓋相望，結徹於道，韋昭曰：「使車往還，故徹如結也。」以諭朕志於單于。師古曰：「單于，匈奴天子之號也。單音蟬。」今單于反古之道，師古曰：「反，還也。」計社稷之安，便萬民之利，新與朕俱棄細過，偕之大道，師古曰：「偕亦俱也。之，往也，趣也。」結兄弟之義，以全天下元元之民。師古曰：「元元，善意也。」和親以定，始于今年。」
