帝遣內侍皇甫繼明就問,又上疏曰「陛下將幸汾陰,而京師人心弗寧,江、淮之眾困於調發,理須鎮安而矜存之。且土木之功未息,而奪攘之盜公行,外國治兵,不遠邊境,使者雖至,寧可保其心乎。昔陳勝起於徭戍,黃巢出於凶饑,隋煬帝勤遠略而唐高祖興於晉陽,晉少主惑小人而耶律德光長驅中國。陛下俯從姦佞,遠棄京師,涉仍歲薦饑之墟,修違經久廢之祠,不念民疲,不恤邊患,安知今日戍卒無陳勝,飢民無黃巢,奸雄將無窺伺於肘腋,外敵將無觀釁於邊陲乎。先帝嘗議封禪,寅畏天災,尋詔停寢。今姦臣乃贊陛下力行東封,以為繼成先志。先帝嘗欲北平幽、朔,西取繼遷,大勳未集,用付陛下,則群臣未嘗獻一謀,畫一策,以佐陛下繼先帝之志者,反務卑辭重幣,求和於契丹,蹙國縻爵,姑息於繼遷,曾不思主辱臣死為可戒,誣下罔上為可羞。撰造祥瑞,假託鬼神,纔畢東封,便議西幸,輕勞車駕,虐害饑民,冀其無事往還,便謂成大勛績。是陛下以祖宗艱難之業,為姦邪僥倖之資,臣所以長歎而痛哭也。夫天地神祗,聰明正直,作善降之百祥,作不善降之百殃。未聞專事籩豆簠簋,可邀福祥。《春秋傳》曰:國之將興,聽於民。將亡,聽於神。愚臣非敢妄議,惟陛下終賜裁擇」時群臣爭奏祥瑞,奭又上言「方今野雕、山鹿,並形奏簡,秋早、冬雷,率皆稱賀,退而腹非竊笑者,比比皆是。孰謂上天為可罔,下民為可愚,後世為可欺乎。人情如此,所損不細,惟陛下深鑒其妄」帝知其忠而不能從。

秋七月,起居舍人真德秀上疏,請罷金歲幣。其略曰「女真以韃靼侵陵,徙居于汴,此吾國之至憂也。蓋韃靼之圖滅女真,猶獵師之志在得鹿,鹿之所走,獵必從之。既能越三關之阻以致燕,豈不能絕黃河一帶之水以趨汴。使韃靼遂能如劉聰、石勒之盜有中原,則疆場相望,便為鄰國,固非我之利也。或如耶律德光之不能即安中土,則奸雄必將投隙而取之,尤非我之福也。今當乘虜之將亡,亟圖自立之策,不可幸虜之未亡,姑為自安之計也。夫用忠賢,修政事,屈群策,收眾心者,自立之本。訓兵戎,擇將帥,繕城池,飭戍守者,自立之具。以忍恥和戎為福,以息兵忘戰為常,積安邊之金繒,飾行人之玉帛,女真常存,則用之女真,強敵更生,則施之強敵,此苟安之計也。陛下以自立為規模,則國勢日張,人心日奮,雖弱敵聚興,不能為我患。以苟安為志向,則國勢日削,人心日偷,雖弱虜僅存,不能無外憂。蓋安危存亡。皆所自取。若夫當事變方興之日,而示之以可侮之形,是堂上召兵,戶內延敵也。微臣區區,竊所深慮」反複數千言,帝納之,遂罷金歲幣。
