28  | 七年翰林學士王珪言「昔之作樂，以五聲播於八音，調和諧合，而與治道通。先王用於天地、宗廟、社稷，事於山川、鬼神，使鳥獸盡感，況於人乎。然則樂雖盛而音虧，未知其所以為樂也。今郊廟升歌之樂有金、石、絲、竹、匏、土、革而無木音。夫所謂柷敔者，聖人用以著樂之始終，顧豈容有缺耶。且樂莫隆於《韶》，《書》曰：戛擊，是柷敔之用，既云下而擊鞀，知鳴球與柷敔之在堂。故《傳》曰：堂上堂下，各有柷敔也。今陛下躬祠明堂，宜詔有司考樂之失，而合八音之和」於是下禮官議，而堂上始置柷敔。 |
| 2 | 神宗元豐八年三月，帝崩。皇太子煦即位，時年十歲。太皇太后高氏臨朝，同聽政。太后既聽政，即散遣修京城役夫，止造軍及禁廷工技，出近侍尤無狀者，戒中外無苛斂，寬民間保戶馬。事由中旨，宰相王珪等弗與知也。 |
