6  | 安尧臣上言「陛下临御之初，尝下诏求言，于是谔士效忠，而憸人乃误陛下，加以诋诬之罪，使陛下负拒谏之谤，故比年天下杜口，以言为讳。乃者宦寺交结权臣，共倡北伐，而宰执以下无一人肯为陛下言者。臣谓燕、云之役兴则边衅遂开，宦寺之权重则皇纲不振。昔秦始皇筑长城，汉武帝通西域，隋炀帝辽左之师，唐明皇幽、蓟之寇，其失如彼。周宣王伐猃狁，汉文帝备北边，元帝纳贾捐之议，光武斥臧宫、马武之谋，其得如此。艺祖拨乱反正，躬擐甲胄，当时将相大臣，皆所与取天下者，岂勇略智力不能下幽燕哉。盖以区区之地，契丹所必争，忍使吾民重困锋镝。章圣澶渊之役，与之战而胜，乃听其和，亦欲固本而息民也。今童贯深结蔡京，同纳赵良嗣以为谋主，故建平燕之议。臣恐异时唇亡齿寒，边境有可乘之衅，狼子蓄锐伺隙以逞其欲，此臣之所以日夜寒心。伏望思祖宗积累之艰难，鉴历代君臣之得失，杜塞边隙，务守旧好，无使外夷乘间窥中国，上以安宗庙，下以慰生灵」帝然之，且以言路久壅，宜导以赏予，补承务郎，后竟为奸谋所夺。 |
