68  | 夏五月丙午，行保甲養馬法，詔開封府界諸縣保甲，願牧馬者聽。仍令以陝西所市馬選給之。詔曾布等上其條約，凡陝西五路義勇、保甲願養馬者，戶一匹，物力高，願養二匹者聽。皆以監牧見馬給之，或官與其值，令自市。先行於開封府及陝西五路。府界無過三千匹，五路無過五千匹。襲逐盜賊外，乘越三百里者有禁。歲一閱其肥瘠，死病者補償。在府界者，免體量草二百五十束，加給以錢布。在五路者，歲免折變、緣納錢。三等以上十戶為一保，四等以下十戶為一社，以待病斃逋償者。保戶馬死，保戶獨償。社戶馬死，社戶半償之。其後遂遍行于諸路。 |
