《卷二十一契丹盟好》
21  | 十二月庚辰，契丹使韓杞持書與曹利用俱來，請盟。利用言契丹欲得關南地。帝曰「所言歸地事極無名，若必邀求，朕當決戰。若欲貨財，漢以玉帛賜單于，有故事，宜許之」時準不欲賂以貨財，且欲邀其稱臣及獻幽、薊之地，因畫策以進曰「如此則可保百年無事。不然，數十年後，戎且生心矣」帝曰「數十年後，當有扞禦之者。吾不忍生靈重困，姑聽其和可也」準尚未許，會有譛準幸兵以自取重者，準不得已，乃許其成。復遣曹利用如契丹軍議歲幣，帝曰「必不得已，雖百萬亦可」準聞之，召利用至幄，謂曰「雖有敕旨，汝所許過三十萬，吾斬汝矣」利用至契丹軍，蕭太后謂利用曰「晉畀我關南，周世宗取之，今宜見還也」利用曰「晉、周事，我朝不知。若歲求金帛以佐軍，尚不知帝意可否。割地之請，我不敢以聞」契丹政事舍人高正始遽前曰「我引眾以來，圖復故地，若止得金帛而歸，吾愧吾國人矣」利用曰「子盍為契丹熟計。使契丹用子言，恐連兵結釁，非國利也」契丹猶覬關南，遣其監門衛大將軍姚東之持書復議，帝不許而去。利用竟以銀十萬兩、絹二十萬匹成約而還。 |
