明周堪賡撰。堪賡字仲聲，號五峰，寧鄉人，天啟乙丑進士，官至工部侍郎。

集中有崇禎十六年十二月升南京戶部尚書《乞賜骸骨疏》。《三藩紀事本末》亦載福王時起用戶部尚書周堪賡，以疾不赴，則堪賡雖未南京任事，實以尚書歸里也。《明史河渠志》載，崇禎十五年流賊決河灌城，民盡溺死。總河侍郎黃希憲以身居濟寧，不能攝汴，請特設重臣督理。命工部侍郎周堪賡督修汴河。此治河奏疏蓋即是時所上。然史載十六年六月堪賡言，河之大勢盡歸於東，運道已通，陵園無恙。疏甫上，決口再潰。帝趣鳩工，未奏績而明亡云云。而集中有十六年十二月汴工築塞已完，《歲修防守宜豫》一疏與史不符，未詳何故也。
