83  | 儀鳳中，以太僕少卿李思文檢校隴右諸牧監使，監牧有使自是始。後又有群牧都使，有閑廄使。使皆置副，有判官。又立四使：南使十五，西使十六，北使七，東使九。諸坊若涇川、亭川、闕水、洛、赤城，南使統之；清泉、溫泉，西使統之；烏氏，北使統之；木硤、萬福，東使統之。他皆失傳。其後置八監於鹽州，三監於嵐州。鹽州使八，統白馬等坊。嵐州使三，統樓煩、元池、天池之監。凡征伐而發牧馬，先盡強壯，不足則取其次。錄色、歲、虜地印記、主名送軍，以帳馱之，數上於省。自萬歲失職，馬政頗廢，永隆中，夏州牧馬之死失者十八萬四千九百九十。景二年，詔群牧歲出高品，御史按察之。開元初，國馬益耗。 |
