37  | 初，代王猗盧旣卒，國多內難，部落離散，拓跋氏寖衰。及什翼犍立，雄勇有智略，能修祖業，國人附之；始置百官，分掌衆務。以代人燕鳳為長史，許謙為郎中令。始制反逆、殺人、姦盜之法，號令明白，政事清簡，無繫訊連逮之煩，百姓安之。於是東自濊貊，西及破落那，南距陰山，北盡沙漠，率皆歸服，有衆數十萬人。 |
| 85 | 什翼犍性寬厚，郎中令許謙盜絹二匹，什翼犍知而匿之，謂左長史燕鳳曰：「吾不忍視謙之面，若謙慙而自殺，是吾以財殺土也。」嘗討西部叛者，流矢中目；旣而獲射者，羣臣欲臠割之，什翼犍曰：「彼各為其主鬬耳，何罪！」遂釋之。 |
