13  | 及悰為工部尚書、判度支，河中奏騶虞見，百官稱賀。上謂悰曰：「李訓、鄭注皆因瑞以售其亂，乃知瑞物非國之慶。卿前在鳳翔，不奏白兔，真先覺也。」對曰：「昔河出圖，伏羲以畫八卦；洛出書，大禹以敘九疇，皆有益於人，故足尚也。至于禽獸草木之瑞，何時無之！劉聰桀逆，黃龍三見；石季龍暴虐，得蒼麟十六、白鹿七，以駕芝蓋。以是觀之，瑞豈在德！玄宗嘗為潞州別駕，及即位，潞州奏十九瑞，玄宗曰：『朕在潞州，惟知勤職業，此等瑞物，皆不知也。』願陛下專以百姓富安為國慶，自餘不足取也。」上善之。他日，謂宰相曰：「時和年豐，是為上瑞；嘉禾靈芝，誠何益於事！」宰相因言：「春秋記災異以儆人君，而不書祥瑞，用此故也！」 |
