元平元年春二月，詔減口賦錢什三。如淳曰：《漢儀注》：民年七歲至十四，出口賦錢人二十三：二十錢以食天子，其三錢者武帝加口錢以補車騎馬。

徵清河王蒜及渤海孝王鴻之子纘皆至京師。蒜父曰清河恭王延平；延平及鴻皆樂安夷王寵之子，千乘貞王伉之孫也。千乘貞王伉，章帝建初四年封；薨，子寵嗣。和帝永元七年，改千乘國曰樂安。薨，子鴻嗣，是生質帝。帝旣立，梁太后以樂安國土卑溼，租委鮮薄，改封鴻渤海王。清河王慶子虎威嗣國，三年而薨，無子；鄧太后立延平為清河王。《諡法》：安心好靜曰夷。蒜，蘇貫翻。伉，音抗。清河王為人嚴重，動止有法度，公卿皆歸心焉。李固謂大將軍冀曰：「今當立帝，宜擇長年，高明有德，任親政事者，長，知兩翻。任，如林翻，堪也。願將軍審詳大計，察周、霍之立文、宣，戒鄧、閻之利幼弱！」周勃事見十三卷高后八年。霍光事見二十四卷昭帝元平元年。鄧氏事見四十八卷和帝元興元年、四十九卷殤帝延平元年。閻氏事見上卷安帝延光四年。冀不從，與太后定策禁中。丙辰，冀持節以王青蓋車迎纘入南宮。丁巳，封為建平侯。其日，卽皇帝位，年八歲。蒜罷歸國。
